Putrajaya is the administrative centre of Malaysia, a planned city on the west coast of Peninsular Malaysia that forms a federal territory enclaved within the state of Selangor. The federal government moved there from Kuala Lumpur in 1999 because of overcrowding and congestion, and the national judiciary followed in 2003, although Kuala Lumpur remains the national capital under the federal constitution and the seat of the head of state and Parliament. The city was conceived in the 1990s by Prime Minister Mahathir Mohamad and the Kuala Lumpur mayor Elyas Omar as a greenfield capital built around digital communications, sustainable urban planning and networked government. Construction began in August 1995, and on 1 February 2001 Selangor ceded the area so that it became Malaysia's third federal territory after Kuala Lumpur and Labuan. Its resident population was estimated at about 125,200 in 2025.
