This dimension names the country that a state or province belongs to. Wikipedia notes that an administrative unit "usually has an administrative authority with the power to take administrative or policy decisions for its area," but that authority still operates within, and answers to, one national government. Browsing by country groups a state with the rest of its own nation's states or provinces.
