Elbasan is the fourth most populous city in Albania and the seat of Elbasan County and Elbasan Municipality, situated in central Albania between the Skanderbeg Mountains and the Myzeqe Plain, north of the Shkumbin river. The city grew from a Roman trading post known as Mansio Scampa into a fortified settlement by the third or fourth century AD, and Ottoman sultan Mehmed the Conqueror built a large castle there in 1466 to counter the resistance of Skanderbeg, after which Elbasan served for centuries as the seat of the Sanjak of Elbasan. According to the 2023 census the municipality had 115,101 inhabitants.
