Fukuhara-kyō

Fukuhara-kyo was the capital of Japan for roughly six months in 1180, established in what is now the Hyogo Ward of the city of Kobe. It served as the seat of power of Taira no Kiyomori, the dominant political figure of the era, who had made the site his residence two decades earlier and moved the imperial court there during the Genpei War. Complaints from the nobility about the port city wet climate and its distance from Kyoto led to the court return to the old capital within the year, ending Fukuhara-kyo brief tenure as the seat of government.
