Kabugao is the de jure capital of Apayao province in the Cordillera Administrative Region of the Philippines, designated capital in 1915 when the seat moved from Tauit. Its 2024 census population was 16,425 across 21 barangays, and its economy rests on rice, corn, coffee and root crop farming along with forestry and livestock raising.
