Naval is a municipality and the capital of Biliran province in the Eastern Visayas region of the Philippines, established as an independent pueblo in 1869 under the name that replaced its earlier name, Bagazumbol. It is the province largest municipality by land area and its most populous, with a 2024 census population of 59,236 across 26 barangays, two of them on Higatangan Island.
