Qusar is the capital of Qusar District in Azerbaijan, in the foothills of the Greater Caucasus about 180 kilometers from Baku and 35 kilometers from the Khudat railway station, with a population of 21,341 as of 2023. Established as a city in 1938 on the Qusarchay River, from which it takes its name, it lies near the border with Russia and is home to the Shahdag Winter Complex, the largest ski resort in Azerbaijan. About 97 percent of its residents are Lezgin.
