The Russian Soviet Federative Socialist Republic was a revolutionary and later communist state from 1917 to 1922, and then the largest and most populous constituent republic of the Soviet Union from 1922 to 1991. In 1990 and 1991, the last two years of the USSR, it became a sovereign part of the Union with Russian laws taking priority over Union-level legislation. It was composed of sixteen autonomous republics, five autonomous oblasts, ten autonomous okrugs, six krais and forty oblasts. Russians formed the largest ethnic group, and Moscow was the capital of both the republic and the USSR. Its early capital was Petrograd.
